I believe a comprehendable bg/font combination should be manditory, to often do you see poorly designed sites where you find yourself struggling to read the copy!
A site I work for allows the user to choose a combination of font colours / bg colours and sizes etc. which I think is can be really beneficial particularly to those with reading difficulties:

Currently the toolbar for that forum requires javascript, but if javascript is disabled it is still there
