Keyword effectiveness index relies on the assumption that the best keywords are those that have a lot of searches but not much competition.

The reason that it does not work is because it takes no account of the quality of the competition. For any given keyword there may well be only a few competitors but they could all be expertly optimized and have thousands of in-bound links.

Keyword effectiveness index is not a good guide but unfortunately that does not stop a lot of people using it and believing that it works!

off course KEI is more significant in order to choose the right keyword for your campaign. The KEI compares the number of searches for a keyword with the number of search results to pinpoint which keywords are most effective for your campaign. The higher the KEI is more the popularity of keyword.

The KEI can help pinpoint which keywords are most effective for your campaign but it should only act as a guide when choosing keywords.
You’ll need to research the competition as well. I wouldn’t rely on just KEI for accurate results.

It would mean that the keyword has more searches locally/globally and fewer competitors.

For example, let’s suppose it’s calculated by a simple formula

k=1000*number of searches/ number of competitors

So, the more searches it has, the higher the index.
Also, the fewer competitors it has, the higher the index.

Or a practical example (I’m using older data, so this is just for practice):
The keyword A gets 27.100 local searches per month, and the competition would be 3.850.000. (k=7,03)
The keyword B gets 823.000 local searches, with 35.200.000 competitors. (k=23,38)

So, this would mean that the overall benefit would be far greater with keyword B (a higher k).
But keep in mind that it would be very, very hard to rank high for that keyword.

Make a list of related keywords, use Google tools and write down the numbers of their local searches.
Google each keyword (perhaps with double quotes would be best) and write down the number of results (competitors).

You can use my formula - k=100*number of searches / number of competitors
Order the keywords descending by top k coefficient, then take first 10 (top 10) results and focus on 3 keywords from the top 10
with the lowest number of competitors. After you achieve rank for them, redo the process and take another 3 keywords…

The most important task of keyword optimization is to determine whether your pages are optimized for and rank highly in search engines for keywords that people actually want to find. If no one is searching for your targeted keywords, it won’t matter how highly the site is ranked in the search engines. This is actually the first part of any keyword strategy.

As far as search engines are concerned, if a particular keyword has a higher density on that particular web page, then the chances of that page obtaining a much better search engine ranking increases almost exponentially. Not all search engines compute or evaluate keyword density in the same way and most have their own proprietary algorithm for calculating the average density of a keyword.

there is much more to it,,,there is meta tag usage with content keyword density, link popularity, content pages, keyword placement, H1 H2 tag usage, etc. but generally it comes down to backlinks
