i have done very little work with online web development tools from which i www[.]wix.com is my favorite. It hase very huge range of attractive and useful templates of Flash and CSS. 

Wixx is mostly flash though and really has no stand up to much customizing traits (minus design). Even though it is easy to use for the noob, everything tends to look the same in the end too.
