Man shall not live by bread alone, nor it seems, by CSS and examples thereof.
But hey, do we craft CSS for it’s own sake? or to make fine, useful and attractive websites?
And what is a website without a logo and brand identity and all that comes with it?
And what is design without a social and political and aesthetic world content to place it in?
In short, the so-called “extraneous fluff” you decry is part of the very fabric of live that wraps and defines us.
I dare say if you want “just the facts, Maam” then you may be best served looking at CSS in Wikipedia or some similarly dry, static environment.
Still, I agree there have been a BUNCH of “news” posts that have neither been newsworthy or, as Elaine would say, “spongeworthy”
