Do we really need to be designing for 800x600px resolutions any more? What should designers be taking into account when considering their site visitors monitors?

Nice, that’s a few thousand unhappy campers there. That article basically says, the writer of this article could give a shit about users that use a low screen resolution. Not only that but it provides designers with NO real solution. While typing this I just noticed a news entry now, see that! Screen Resolution Hack, now that at least tries to address the issue. What a waste of my time reading through this article.
My brother uses 800x600 because of his eyesight, and he has been designing sites for 6 years. To me it all comes back to caring enough to accommodate all users, rather than the majority when designing. That’s what sets apart a good designer from a lazy one. The one who wrote this article, is a lazy one. Poor article and no real solution given as Gav noted.
I agree with Gav- the article was that common pompous bullshit you see on the web, assholes ignoring IE6 with some inflated self-righteousness EVEN THOUGH IE6 STILL COMMANDS >50% of BROWSERS
The fact is, you SHOULD code for 800x600 and below as many popular devices have a much smaller screen size, even though they have otherwise excellent css compatibility.
However, the javascript/embedded object support may vary widely though, so you cant rely on or assume full capability just because you detect javascript
