Jonathan Snook's conclusion I on NOT to use "Top of Page" links and a couple reasons why

I feel they are still very useful. For example, how many people searching the web know that the “home” key takes them to the top, and the “end” key takes them to the bottom? Very very little I bet. Not to mention the neglect of the other keyboard functions that are encoded within various browsers. Besides the “Enter” button along with keys to type, the tool most people use when surfing the net is that little itty bitty thing in their right hand, (or left for lefties). People like convenience and simplicity, and if they can click on “Top of Page” to take them to the top without having to remove their tired hand or for heavens sake consider using their other hand at the same time, they will click away!
